You can download phpBB3 files from the official website of phpBB. Click here to download phpBB3 3.0.8 Full Package or click here to check whether the newer version is available.
Extract the Zip File
Right click on the phpBB-3.0.8.zip file and extract it into a folder. The folder that you extracted phpBB files is called root folder. An example of a root folder is shown below. (Click on the image for bigger picture)
